no it's not infection. but take care of her oral hygiene. and let her bite on hard food like apple on that area

Her tooth is erupting and she might has an infection over eruption site. Consult a dentist for proper medication.
Aoa. This is quite normal situation. In picture, its looking like the eruption of a new tooth or a bit decaying of milk teeth due to use of nursing bottle (feeder). Consult nearby qualified dentist if baby is having pain or discomfort.
