I am sorry but they all are extremely poor quality pictures. Nothing is visible to enable to make a diagnosis. I see discolored and disfigured toe nails. If his toe nails are really effected then it's possible that is causing a rash on the sorrounding skin.
Please consult a Dermatologist in your area so that medication could be started after clinical examination.
