You have not mentioned the type of pigmentation, time since. Here I would like to inform you pigmentation takes a lot of patience, strict avoidance of exposure to direct and indirect sunlight and correct choice of medication.

Please abandon all that you have been using already. Apply Sunscreen like Sunblock 60 daily in the morning. Avoid sun exposure. Use Cytoskin cream daily at night if your skin is normal to dry. but if its oily use Acnes vit C serum daily at night. use cap Evion 400 mg per day..all of this for at least 3 months. then review
