kindly get her proper evaluation according to the issue either fron an endocrinologist/physician (if she is diabetic) or from orthopaedic if wrist is also involved, this could be Capral Tunnel syndrome.

Yah you can visit rheumatologist
it might be due to any case it's better if you advise your mom to see a general physician near you and he will do physical examination and will provide best course of treatment
It seems to be CTS but need proper evaluation from neurologist/rheumatologist/orthopedic as per confirmation of disease diagnosis.
