Given the current situation, the top differential to consider is corona virus infection. It could be bronchitis or asthma or acute exacerbation of COPD or pmeumonia with pleuritis.
I would recomed isolation of patient at home now.
Get cbc, d dimer and CRP done with corona pcr test and xray chest.
The patient needs review at emergemcy of any hospital.
For the time being u can use panadol 2 tablets three to four times a day to bring fever down.
Ap unka covid pcr sample bhijwadijiye
unko self isolate karwaen jab tak test ki report na ajaey
if +ve then take appointment for furthet treatment n procedures
if -ve then 11 days isolate karwadijiyega
is doran ap nay daily unka temp monitor karna hoga

Get her Covid test done. Can be easily done at Civil, SIUT, Indus free of cost. Or they can. collect sample from home as well but contacting the number provided online.
You have to be careful in her care as her symptoms can worsen if you'll show carelessness.
Take Supportive treatment Tb Panadol if fever exceed 100 F. Steam inhalation, salt water gargles
Isolate your Mother & observe Precautionary Measures. If you are looking after your Mother then you should take strict care of your personal hygiene & face mask too. Old Age Patients are most Vulnerable with Covid 19 so I should suggest to get all the Baseline Blood Workup, Chest X Ray & Covid 19 Testing Done. You can get all this at Home too.
