first of all this MRI has suspicion of brain tumor which must be checked and rule out before any cervical surgery
with this age general health assessment is very necessary like cardiopulmonary status before going to any procedure
you please discuss all with your Dr... there are many government setups through out the country where all patients can managed so finances should not be issue probably

This report showing some lesions in the brain, better to have the chest X-rays or CT scan for further proceedings, and consult oncologist and infection disease specialist to know exactly what it is.

Yes, it looks metastasis from the chest, as there is lesion in the chest on this report. Please call Shaukat Khanum cancer hospital if they can take your father case and if they suggest to take biopsy of any easily accessible lesion they can do it there as well.
