my daughter has 23kg wt.Hight is normal but she is skinny and weak.Her hair are long and healthy, people are asking to cut her hair sir to improve health.My question is that is it possible that long hair weekens the body and affect the bones growth?

Good hair growth is a sign of good health. There's no need to cut down her hair as it will not help her to gain muscles and even after cutting down, her hair will grow at the same rate again. No. Its a myth.. Some are born skinny.
If her intake is fine and she is active then nothing to worry about. But yes a review is required to assess whether her intake is healthy and adequate and she is fulfilling her dietary requirements or not.

Who has diagnosed her as weak?

If she is active, able to keep up with school, homework, chores, and interacting with her environment in an age appropriate manner then do not worry. Dont compare your child to others. Each of us is unique and different.

Just make sure her diet is healthy and well-balanced, she is getting adequate sun exposure, and adequate sleep.
