Long term results are good with surgery. Meaning if surgery is done tje chance of having pain in ankle after years is less likely. However, with cast the chances are more to have a constant ankle pain that might develop after a couple of years.
After surgery or in cast, she will not be allowed to bear weight on the fracture ankle for atleast 6 to 8 weeks.

ok sir last question how much is estimated in this case for implant ,? is titanium prefered or stainless steel will also do ? after removal of plates once recovered, will it be again plaster for some time?

ideally patient should be seen before deciding what to do with this fracture. patients diseases like diabetes or condition of the skin also affects the decision. so my suggestion would be to first get your mother checked by a consultant orthopedic surgeon before having your mind fixed on the final decision regarding surgery or plaster treatment.
