Talk to Pediatric Neuro physician on Milestones Delays

My son was born IUGR, birth weight 2.1kg(38 weeks, Emergency c section) he stayed 11 days in NICU here in Portugal. He is 18 months old and yesterday his peads Neurologist said that he is healthy but his mental growth is off 1 year old child. As we have language barrier so I couldn’t ask much. Now, I just want to know what is the solution? He is not speaking as well. But he enjoys music, watch cartoons and reacts while watching. He identifies everyone, very friendly, enjoys out side. He walks with support like if i hold his hand he can walk or walk by holding walls or furniture. But still he is not pointing with finger but with hand. When I sing he used to look at my mouth like he tries to understand what am I saying. I am confused because it’s overall delay or just speech delay? whom I can consult with? Please help me to find out best dr for my son. He was born right after 7 years of my firstborn. Please help me!
