Talk to Pediatrician on Baby Umbilical Cord

My baby is 11 days old, 2 days back her umbilical cord started bleeding slightly as we were massaging her , even though it was pretty gentle , now it looks swollen and has come out a little and still has some dried up blood which keeps staining her clothes, we have been cleaning it with alcohol swab and applying umbilica gel given by her paediatrician but yesterday we went to another dr who told us not to apply anything. Today the cord has finally fallen off but still looks swollen and has some dried up blood. Pls advise what should i do now? And how long would it take to heal completely?
