Cough is a protective phenomenon. It helps a baby bring up phlegm and germs out of lungs. We do not recommend drugs against allergy, like promethazine in your syrup, below two years of age. Cough suppressants, like pholcodine in your syrup, are prohibited even up to 6 years. If your child is having fast breathing, chest in-drawings, fever or is feeding poorly, take him to a Children Hospital. Otherwise you do not need to do much. You may need a bulb sucker to extract phlegm or mucus from the mouth and nose of your son to keep his airway clear. You may need Normal Saline drops or spray to relieve his stuffy nose, if it is there.
