In my opinion, you should consult Developmental Paediatric Department in Children's Hospital, Lahore or you can check if that Department is available in PIMS
patients with height problem , need through examination, plotting of thier height on growth charts and taking parental heights in account and xray as well, u should book a person to person consultation in ur area with a pediatrician, so the cause of small height and low growth is established and later patient is followed accordingly.
