Usually surgery is indicated but you can use specialised shoes which are higher then other. It is made to compensate the length issues. That are special in their measurements. It is preferable option.

1. u Should work on leg muscle strengthening and range of motion.
2 . if child is not able to walk then , u can use walking aids.
3. if child is able to walk then make his customize orthosis ( shoe for balancing the height of both legs) AND WALK.
4. IN the beginning thoroughly supervise the child for training. if he feel confident than make him walk on his own.
5. u can also use silicon heel pad

Treatment depends upon the cause of LLD.

Physical examination is required to find out if it is caused due to muscular problem or bone and joint has some abnormality.

Muscular cause can be treated by physiotherapy sessions.

If it is due to bone / joint abnormality. Prosthesis would work great as you said only 1" discrepancy is seen.

U can use high In shoes and orthosis and physical therapy muscle techniques
Surgery is also an option in case of significant difference

it may be due to the sacroiliac joint dysfunction in which abnormal rotation can cause leg length discrepancy

depends how much is the discrepancy there are various options available
shoe lift for normal functioning
Stretching is also beneficial
But for structural( bone length) related discrepancy various surgical options are available that you can discuss with your doctor
