how do you know she's doing it to self sooth?
children of this age usually aren't aware of the sexual aspect of vagina.
maybe she has some infection. get her checked by a doctor first.
if there's a doubt that she is aware of vaginal stimulation, please monitor her environment to check where it's coming from.
