Dear 27 years old male,
According to World health organization standard criteria your result is normal. WHO considers total motility (percentage of progressive motility and non‑progressive motility) of 40% or more motile or 32% or more with progressive motility as normal and fit enough for natural conception.
There are other parameters in one's semen analysis which are considered for appropriate interpretation.

In general (every individual differs though) a lower number may indicate that there is toxin exposure such as smoking, alcohol, caffeine, or chemicals from a job or hobby. Low motility can also indicate hormonal problems or a varicocele (varicose veins in the scrotum) hence the examining and treating doctor should take into consideration of all these factors to individualize the treatment plan accordingly.
